The World Bank-supported HOPE program is a Nigerian human capital initiative aimed at strengthening basic education, primary health care, and governance to accelerate inclusive economic development. It is a series of projects, including HOPE-Gov (Governance), HOPE-EDU (Education), and HOPE-PHC (Primary Health Care), which work together to improve service delivery and governance in these critical sectors. The program aims to increase access to financing, improve transparency, enhance quality, and build capacity for sustainable growth in Nigeria.
The Jigawa State Ministry of Budget and Economic Planning in collaboration with FCDO programs, PACE and PLANE organized a two day technical session of annual work planning tools on HOPE- GOV requirement at Asaa Pyramid Hotel, Kaduna State.
The objective of the meeting is to strengthen Budget Planning and Execution for Education Sectors, improve accountability and transparency in financial management, ensure timely audit, citizen participation and disclosure, increased deployment of teachers and healthcare workers and enhance payroll integrity and remove ghost workers.
Delivering a welcome address, the Chairman Jigawa State School Universal Basic Education Board SUBEB Professor Haruna Musa emphasized the need for a strategic annual education work plan for effective service delivery and monitoring, he mentioned that education is among the 12 points Agenda of the Government, substantial amount where allocated to the sector for human capital development.
Professor Haruna Musa urged the participants to explore more ways to make the annual plan transparent, accountable and sustainable for future references.
Goodwill messages were delivered by the representatives of the development partners, the State Team Leader PLANE Jigawa represented by his Deputy Malam Muhammad Awwal reaffirm their commitment towards supporting the education sectors in providing technical assistance and learning materials. Other goodwill were from the PACE and Lafiya projects representatives.
HOPE program is a series of interconnected operations designed to address both upstream policy challenges and downstream service delivery issues in a coordinated manner, the program emphasizes improving governance and capacity building within implementation of Agencies to ensure long term success.
