Tributes have poured in for Alhaji Hassan Shuaibu Kwalam, Director of Primary Health Care in Jigawa State, as he formally retires from the state civil service after years of distinguished service marked by reforms, grassroots impact, and a steadfast commitment to public health.
Colleagues, stakeholders, and community leaders described his exit as the end of an era in the state’s primary healthcare system, where he played a central role in strengthening service delivery across all 27 local government areas.
During his tenure, Kwalam was widely credited with driving improvements in routine immunisation, expanding maternal and child healthcare services, and deepening community outreach programmes aimed at bringing essential services closer to rural populations.
Under his leadership, the Primary Health Care system in Jigawa witnessed notable progress in both infrastructure and human capacity development.
Health officials say his approach combined technical expertise with humility and accessibility, qualities that earned him respect across all levels of the health sector. “He was not just an administrator but a mentor and a father figure to many of us,” a senior colleague noted, highlighting his commitment to training and guiding younger health workers.
